Who qualifies for the benefit?
- The U.S. Department of Veteran Affairs determines your eligibility for this benefit. To see if you meet the eligibility requirement for this benefit, visit the Veteran Readiness and Employment (Chapter 31) Eligibility website
What does the benefit cover?
- Full coverage of tuition & fees (excluding the UCSHIP student health insurance charge)
- To waive your UCSHIP charge, please visit the UCLA Ashe Center website for more information on how to complete the waiver.
- Non-Resident Supplemental Tuition Waiver
- If you are deemed a non-resident/out-of-state student for tuition purposes and use this benefit for your first term at UCLA, you will receive a non-resident tuition fee waiver.
- This will waive the non-resident supplemental tuition fee waiver for your degree program so long as you maintain continuous enrollment at UCLA (fall, winter, spring terms).
- A waiver does NOT make the student a CA Resident for tuition purposes
- Monthly Housing Allowance (“BAH”): $653 - $3,114
- Books, parking and supplies: If authorized by your Vocational Rehabilitation Counselor
- Priority registration/priority housing
How do I apply for the benefit?
- Apply for the benefit online through the Veteran Readiness and Employment VA Form 28-1900
- We highly recommend that UCLA students connect with the Veteran Success on Campus Counselor, Stephen Lam, before applying to the benefit.
Once I am awarded the benefit, how do I submit the benefit award letter to UCLA?
You need to submit to twoportals (three if you are taking a summer class). All are required in order for us to review your benefit request:
Notifying us of your benefits:
- If you are a student who switched benefits to Ch 31 or are new to Ch 31 and VA benefits altogether, you need to submit an update about your Ch 31: UCLA Benefit Certification Request.
- Purchase Orders: Your Purchase Orders (POs) assigned by your VRE counselor are extremely important. They are the university's only proof that you are approved for VRE Ch 31 benefits and they are the only way we can invoice the VA for payment. Please treat them like a Certificate of Eligibility from the VA and keep them on file. Once you have Purchase Orders (3 of them), or if your VRE counselor has emailed them to you already, please upload the Purchase Orders : https://sa.ucla.edu/Forms/p/Ch31
- If you are taking a summer course, benefits are only applied to you by request. If you would like to use your benefits for summer, please complete the Summer 2024 Benefit Request form:https://sa.ucla.edu/forms/p/Summer2024
If you don’t have Purchase Orders:If you only submitted the UCLA Benefit Certification Request, we can only annotate that you have potential benefits and place a VA payment deferral on your Bruin Bill® . The VA fee deferral will ONLY stop your classes from being dropped for non-payment. It will not pay your Bill® or pay your housing.
Important information for your VRE counselor:It is very common for VRE counselors to assign POs to incorrect Tax IDs for the university. If your VRE Counselor assign the POs to incorrect Tax IDs for the university, the POs are not valid and the university CANNOT process your benefits. Because of this, please share this information with your VRE counselor every time you request new POs to ensure timely processing of your benefits.

Once I notify UCLA of 1) my usage of Ch 31 benefits via the Benefit Certification Request portal AND 2) submit my there purchase order numbers through the second UCLA form, what I should expect next?
- Listed below is a step-by step process for what happens once you submit your award letter to UCLA:
- Student submits Certificate of Eligibility to UCLA through the Benefit Certification Request portal and Purchase Order request form, https://sa.ucla.edu/Forms/p/Ch31
- Student enrolls in classes at UCLA with a full-time status
- See FAQ below titled “What is considered full-time?”
- UCLA Financial Aid releases students Financial Aid notification
- Note: For the academic year, this typically happens in mid-July.
- UCLA Student Accounts assesses student’s tuition and fees assessed on BruinBill
- Note: For Fall term, this typically happens that last week of August
- UCLA Veteran Resource Center processes benefit certification. To do this, the VRC must report to the VA:

- $0 for tuition & fees (VA’s dual certification process) as a placeholder
- Note: A credit memo is placed on your BruinBill for anticipated CH 33 benefits. This credit memo will be removed once VA pays UCLA.
- Enrollment Dates
- VA sends email to students confirming certification has been received
- After the Add/Drop date, UCLA updates certification to the VA with:
- Unit count
- Calculated Tuition & fees
- Note: You will receive another email from VA
- Unit count
What is considered full-time?
- For Fall/Winter/Spring terms:
- Full-time units for an undergraduate at UCLA are 12 units or more.
- Full-time units for a graduate student at UCLA are 8 units or more
- For Summer Terms:
- Full-time units for an undergraduate or graduate student at UCLA are 1 unit per week of course
- Ex: For a student enrolled in a 6 week session, in order to be considered full-time, the student must be enrolled in 6 or more units.
